The Village Board shall be vested with all the powers of the Village not specifically given some other officer. Except as otherwise provided by law, the Village Board shall have the management and control of the Village property, finances, highways, streets, navigable waters and the public service, and shall have the power to act for the government and good order of the Village, for its commercial benefit and for the health, safety welfare and convenience of the public, and may carry its powers into effect by license, regulation, suppression, borrowing taxation, special assessment, appropriation, fine, imprisonment and other necessary or convenient means. The powers hereby conferred shall be in addition to all other grants and shall be limited only by express language.

Village Administrator
The Village Administrator is appointed by the Village President subject to confirmation by a 2/3 vote of all of the elected members of the Village Board and serves as the Chief Administrative and Operating Officer for the Village. The Village Administrator’s office is located on the first floor of the Village Municipal Facility. The Administrator works under the general direction and policy guidance of the Village President and Village Board of Trustees. The Village Administrator’s responsibility extends to supervising all municipal departments through their department heads. The staff of the Public Works Department and the Police Department are represented by AFSCME and the WPPA, respectively. The Village Administrator serves on the labor negotiations team. The Village Administrator is responsible for the direction of all Village departments and offices, subject only to statutory and municipal ordinance limits.

The Village Clerk/Treasurer is appointed by the Village Board. The Village Clerk's office is located on the first floor of the Village Municipal Facility and is where you can find all of the official records for the Village of Winneconne, including the agendas and minutes for Village Board meetings, Village committee meetings and all Village boards and commissions, and copies of the Village of Winneconne's Ordinances.
The Village Clerk is also in charge of all elections. The Village Clerk's office maintains all of the voting equipment and collects, tabulates, and reports election results

The Department of Public Works for the Village of Winneconne provides multiple services to the residents of the village. These include, but are not limited to:
The Street Department Garage Facility is located on Washington Street, Water Wells are located on Meadow Lane and Tower Road, the Waste Water Treatment Facility is located on Washington Street.
The village DPW maintains 17.2 miles of streets. This includes plowing, salting, painting and sweeping.
The village operates a municipally owned water system that provides for the community's water needs. During an average month the system provides 5,000,000 gallons of well water to its customers. The system includes two wells, and two water towers.
The village operates a municipally owned sanitary sewer collection system. The system includes sewer mains, laterals, lift stations, and an extended aeration treatment facility.
The village contracts for refuse collection and recycling.

The Police Department exists to safeguard the lives and safety of all persons within the Village, to protect property, and to insure that to all persons receive equal protection of the law. The Department has the responsibility to preserve the public peace, to detect and prevent the commission of crime, to enforce the laws and ordinances of the State and Village, to apprehend and to arrest criminals and those who violate or are lawfully accused of violating such laws and ordinances, to preserve order at public places, and to maintain the safe and orderly flow of traffic on public streets and highways.
Under the supervision of the Village Administrator and the Village Police and Fire Committee the Police Chief is responsible for the overall management of the Village of Winneconne Police Department, including all officers and support staff as assigned, and serves as the Village's Chief Law Enforcement Officer.

The Winneconne-Poygan Fire District provides fire protection and emergency medical service for 3 municipalities. The Village of Winneconne, Town of Poygan, and the Town of Winneconne. The Fire District is a volunteer department that has a membership of 70 firemen and 18 first responders. The district dedicated it's new 5 bay station in July 2003.
In November 2004, Winnebago County purchased a "Husky" Rescue Boat for the Winneconne-Poygan Fire District. The Husky will be used for ice and water rescues on Lake Poygan, Lake Winneconne, Lake Butte Des Morts, and the Wolf River. The Husky is housed at the district's station in Winneconne. Firefighters and 1st responders have spent many hours training with the Husky. The Husky is also used for mutual aid calls to areas surrounding the Winneconne-Poygan District.
With fundraiser profits and a grant from the DNR the Fire District purchased a 2004 Ford Pick-Up. The Pick-Up holds the new skid unit, purchased by the district and a grant from the DNR, which is used to fight grass fires. The Pick-Up also is used to pull the Husky Air Boat.
A Federal Homeland Security Grant was awarded to Winneconne-Poygan Fire Department. Assistant Chief Ryan Krings was complemented for his efforts in writing the Grant. The amount of the Grant is $118,850.00 for which the district is responsible for $5,942.00.
The money will be used for replacing the SCBA - Self Contained Breathing Apparatus, for which is badly needed. Some of the other funds will also go to extensive training at the Fox Valley Tech.

Located at 31 South 2nd Street in the heart of the Village, the Library offers a wide variety of services including internet access, adult book discussion groups, children's programs, as well as lending books and other media. The Library has 35,000 holdings, approximately 30,000 of which are books and the balance consisting of video materials, audio materials and other materials in electronic format. All are welcome to read, browse and access the internet. The Library is also home to the new Winneconne Vital Records Database to do genealogy searching for birth, marriage and death records from Winneconne newspapers 1871-1874, 1876-1879, 1909-1911, July 1912-1918 and 1929-1999. The Village of Winneconne Library is one of thirty public libraries from five counties to belong to the Winnefox Library System. Serving a population of over 300,000 residents from Fond du Lac, Green Lake, Marquette, Waushara and Winnebago counties, Winnefox Library System provides access to materials and services available at all member libraries. Residents within the Winnefox System also have access to libraries throughout the state per agreements with other Wisconsin Library Systems Of the seventeen public library systems in Wisconsin, Winnefox ranks number one in the state in per capita circulation.

The Winneconne Cemetery is owned and maintained by the Village, for the benefit of all citizens. It was founded in 1871 by the Winneconne Cemetery Association which conveyed the cemetery property and trust funds to the Village in 1962. The Cemetery Association made several additions to the original plat between 1871 and 1962. There have been two additions under Village ownership; the John M. White Addition in 1969 and a two-acre land purchase in 1962, which has not yet been developed.
A Cemetery Board, consisting of five members appointed by the Village President and approved by the Village Board, together with the Clerk-Treasurer, oversees the maintenance of records and property and recommends rules, regulations, and cemetery charges for approval by the Village Board.
Visitors are welcome to visit the cemetery during the hours of 7a.m. until dusk. For additional information on the cemetery, please contact the Village Office during regular business hours.

The Municipal Court sessions are held in the Village of Winneconne Municipal Center located at 30 South 1st Street in the Village of Winneconne.
Court sessions are held various Tuesdays and Wednesdays of the month beginning at 3:00 pm.
